First off, videogame reviewers have a long history of inconsistent review criteria across platforms especially when there is a significant difference in the quality of visuals; and have demonstrated extreme biases in the style of gameplay they prefer which does not apply to the general public. For example, local multiplayer is a massive feature that is very important to a large portion of people's buying choices but is often ignored when evaluating the quality of a game.
Secondly, you can tweak these comparisons to prove anything you want. You can pick and choose an arbitrary review score and an arbitrary site to compare two platforms and completely miss the bigger picture. In many ways the average person speaks with their wallet when it comes to game quality, and right now the 3DS has 31 third party games that have sold 250,000 or more units while the PS-Vita has 2 ... This isn't to say that sales are the best metric to compare quality, but when 2 libraries are that lopsided there is something wrong with how you're trying to judge quality if they appear even remotely similar
