Well that was the main reason (it didn't start with Skyrim but in general games with differences between platforms). Some reviewers had a seperate score for the PS3 version and others only reviewed the 360 version and claimed it was for both versions.
Of course since most are reviewing the 360 version of a game it may happen that the PS3 Metascore is only made up of a couple of scores, which isn't really a good average.
That disparity makes me wonder if Activision didn't knowingly send out 360 versions for review because the PS3 port is rather shoddy.

I'm fine with how Metacritic and reviewers do this, but I do think reviews should try out the PS3 version a little and make it clear in the review if it's significantly different.
I think there are some valid points here but I think this is mostly due to the COD series being known and more popular on the xbox. The xbox tends to get dlc much earlier, it is the console the game is developed on (i think) and ported over to the ps3 so is also superior in quality. AND it has a greater online activity and sales. So if a reviewer had the option of doing a ps3 and xbox review of COD they would nearly always likely go for the xbox because of the slightly better experience and the fact that they would get dlc earlier.
