Because PC's mostly just get console ports, maybe with minor improvements. Very few games are actually targeted at high end PC (if any).
So devs target PS3/360, then port over to PC.
Lets say Durango is 10X as powerful as 360. You dont find devs now targeting a baseline with 10X the power exciting?
PC graphics will not take the next big jump until consoles do, in other words. No matter how much raw power they have.
Also, PC's are incredibly innefficient compared to consoles. They often struggle with lowly 360/PS3 ports despite having up to 20X as much raw power.

Very nice reply, and, if I may add, consoles are looking to replace other devices in our living room and, despite PCs being able to achieve the same features, only console manufacturers seem to be able to get there [PC associated brands, even if coordinated, would be unavailable to catch up in terms of perception this late in he industries' developments]
So in the end, PC and consoles are not competing against each other, so consoles do not necessarily need to position themselves below the PC, as long as other needs (video/music/web capture/distribution/playback) are being filled.
only Apple should be able to enter the battle for the living room and I am not sure they can un-focus from laptops, phones and tablets in time
