Too late in dev cycle? Maybe that team just can't dream up the magical new members of the team to work on hardware they've never touched before while still barely meeting the deadline they have for the PS360.

Still, I couldn't resist. :) I believe Far Cry 3 would be very nice on the Wii U, but I'd rather see a late port than a rushed port that doesn't put the hardware to good use. Ubisoft is doing that with Assassains' Creed III in order to make the launch date, sadly.

Wii U already has one of the best launch windows ever on a console, so no big loss. Surprised with how much 3rd party Nintendo snagged, considering how they were a few years ago.

This. Quite a number of people bemoaned the decision of some developers to not bring their big budget franchises to the Wii U at launch suggesting some kind of conspiracy but porting games to a brand new piece of hardware is not always that quick and easy. Some of these games have likely been in development for at least a couple of years at this stage and would be now in final development phase, focusing on optimisation etc.
Couple this with the Wii U's already relatively crowded launch window and the suggestion that 'final' Wii U dev kits have only been in the wild a few months and I can understand why some publishers have refrained from trying to port some of the generations most technically demanding games on an abbreviated timeline and on hardware that was, until quite recently, a moving target.

Given the delays in development, I can see why Ubisoft did not want to add another platform.

It's a combination of the development team/ Ubi management not wanting to risk millions dumped into a port before they see how third party games on the system sell, and maybe just not having the teams to make a port happen. Why spend all that money when you've already spent so much on Zombi U and Rayman Legends?
