Yep, they put more effort into the PC version. Here's a tibbit:

"It’s pure Call of Duty, only amplified and streamlined. It’s a clear advantage over other consoles no matter what your preference are, or where your loyalty lies. Nintendo spearheaded motion gaming and the Wii U Gamepad is sure to kickstart the competition into rethinking standard controllers and start thinking about the second screen. A fact that already started with other consoles."
Well looks like the WiiU has the best version of COD:BO2

Again, it should have an advantage over the PS3 and Xbox 360 due to the controller... that's all the article is about. An even more useful quote from your link reads:
"The Gamepad functionality is what separates Wii U titles from other consoles."
I also like how you took a screen from the part of the PC demo of Black Ops that heavily features motion blur. Way to play with context.

Yes, this is the part no one is talking about. The Wii U version is the first console Call of Duty game that the developers can brag about actually being in HD. That's the reason for the 'Full' HD talk, as in 'fully in' HD. Even if it's not upscaled to 1080p (which I don't believe it will be), this proves the difference between the powoer of the HD twins and the power of Wii U. It's 640p vs 720p. Now we know what 'at least on par with' means.
