I'm sorry, but I don't see that as racism at all. It's more like a social issue in America. I actually know people who will have issues with black Americans but at the same time have absolutely no problems with blacks from the Carribian or from the UK. As for me, I do not judge by race, but I do find that I will be more cautious about people from certain towns, cities, or communities. This is because I've known enough people from particular areas to know that there is an entire culture of fucked up people from certain places.
Also, your arguments about how whites have done more damage to the world than blacks have no meaning. Blacks have enslaved others and dealt with slave trade (it's how America got it's first generation of slaves). We've had oppressive black dictators, black war criminals, and mass genocides caused by blacks, as well as public shootings. Look at Rewanda. That's a perfect example. However, that to me is not a racial issue. It is a humanitary issue. All races are equally responsible for all human oppression.
