There are probably quite a few English who refer to themselves as English before British (or will say "from England" instead of "from the UK"), some will be in ignorance, some out of some sense of patriotism (I never understand patriotism in any country, I don't see how someone can be proud of being from a specific country unless you had a major hand in forming that country) Some maybe just say it to be more specific.
I think the percentage of people from England that use British or UK more is probably much higher than those of the other regions. The Welsh and especially the Scots are far more likely to name their own region when asked where they are from, and a lot of Scots don't even like being called British, never mind mistaking them as English.
As for N.Ireland, I'm not really sure... I'm sure some of them will refer to themselves as Irish and some will call themselves British (though I think both would normally say "from Northern Ireland")
To sum up:
- English people naturally won't care if you call them British or English... some of the patriotic may take offense if you mistake them as Scottish.
- Welsh people prefer Welsh (of course) but won't care if you call them British, and I don't think would take much offense at being mistaken as English either.
- Scottish people are probably the group most offended at being mistook, If you can't recognise them as Scottish then it's best to as "Are you from the UK" rather than "Are you British"
- N.Irish I think prefer being called Irish, and would probably be offended if you called them English, less if you called them Scottish, but otherwise won't mind.
- Rep. Irish may not like being called British though, and most from outside of Ireland would have a hard time distinguishing between the different irish accents.
As such, if you are capable of recognising the appropriate accent, you can guess about specific regions. Otherwise the least offensive thing to ask would be "Are you from the UK" Ultimately most won't really care if you mistake them, though if you find yourself in Glasgow I definately wouldn't go around asking people if they are English
