I concur, you don't want to be continually dropping your eyes down to the gamepad for a game like CoD, better the map is on the screen. For a game like Zelda, a map on the gamepad would be a huge improvement.
Regardless, CoD players have friends, trophies/achievements and an online system that's proven on their given consoles now. I don't see why any of them would now switch to WiiU for CoD. Heck, I only play CoD on Wii and I'm not keen on switching to play it on WiiU if it means having to use dual analog.
I think having the map screen in controller would be disadvantageous for most fast paced multiplayer games.

huhh? do they mean for multiplayer? or what? because this would be horrible to have on a second screen. you get killed at the time you have to look from one to the next screen and back.
i love the idea of an second screen for games like skyrim or so but not for a cod map^^
and if cod will look better for nextbox and ps4 than for wii u, the "core cod payers" won't buy a wii u for that.

No just no. They should never EVER take the mini-map off of the TV screen, that would be committing a crime. The last thing you want to do in the heat of a MP game is take your eyes off the main screen to look down on the tablet only to be shot while you look away. One who plays MP knows that even a few milliseconds of distraction is all you need to take a guy out in a gun fight, especially true in COD which is all about your reflexes.
That said there could be other ways to improve the experience on Wii U, I like the built in Mic and speaker on the controller so that is pretty nice. But most FPS gamers including myself have a dedicated headset for listening to the game, so that kind of beats the purpose. I'm sure the devs could think of something maybe.
