I would say the biggest things to fix are:
1) Yup the waves. Felt much worse than in previous games. Sometimes you were stuck in one fight for a ridiculous amount of time.
2) The enemies health. It's the only game where I ever felt I had to use the term sword sponge. Playing on hard or higher is mind numbingly boring because even standard enemies take ridiculous amounts of damage. The fact there is no dismemeberment and the enemies take so many hits just makes the combat totally lack impact.
3) A.I (which it sounds like they are doing) The t-rex boss was an embarassment to fight.
4) Variety - Which hopefully the new weapons should handle.
5) Progression - Which hopeflly the karma being back will fix.
Then ideally yea they would strip out the nonsense when you were forced to walk in pain, talk on the radio etc. However they can't as it is part of the game.
Although I'm just waiting for them to pull the same mistake as with Sigma 2 where they improve all these things but then somehow make other areas worse and you end up with the fanbase split about which version is best and there is no definitive version.
Like I said I would hope they can bring it up to a 70 but honestly when Itagaki left, due to Tecmo screwing him over, he took so much of the high end talent with him that the Team Ninja that is left is basically totally different to the one that made the first two games. Iirc it's something like the first 5 of 6 names in the Ninja Gaiden 2 credits left for Valhalla. All of them being the most important staff Director, producer, lead engineer etc.
