I'd just give it RIGHT BACK to him. Like, wait until you KNOW he's asleep or going to sleep. And then play YOUR music and games to Sonic Boom levels, just to tick him off. I know that's what I'd do.

Honestly, unless you want to start breaking the law yourself, there is nothing you can do other than continue to call the cops. It truly is unfortunately that this world has to contain assfucks like that.

^^ I'm just going to say that is probably THE thing to do. It says it costs $100, which is a bit pricey...but well worth it in my opinion.

Keep documenting the time of his behavior, Continue to keep calling the cops, and log each call, Demand your landlord to handle the situation like s/he's supposed to. It should be part of your lease, entitlement to quite and peaceful enjoyment. In addition, there is a noise ordinance. 

Cops don't like to be called numerous times for the same case; they won't get on you as that is your right. They'll get tired of your neighbor.
