ALL games start development with a small staff. You don't need 50 people working on a game when what you really need are a few key designers to come up with new track designs and new ideas to add to the gameplay. Once the main parts of the game are designed, then you bring in a lot more people to do coding and art. The number of people working on a game is going to grow as development moves along.
