Lol, no they don't. I'm guessing he's speaking of the Meta score. Of course, it doesn't really matter the score, if it doesn't carry over into the sales. Which is the case for Forza 4.

For game aspect, yes that is the Metascore, that maybe Polyphony Digital is willing to come second to. They would need to really polish a lot of their game modes, and properly bring back rally (with significantly more premium rally cars and courses, not track editor crap).
For sim aspect....I don't think PD wants to come second. Reputation is on the line, and with every iteration, more and more people are starting to say Forza is a better sim then GT.

Sales say otherwise. You can argue metacritic scores all day, afterall they are partly opinion and some people even like to throw in troll reviews to get hits. However, you can't argue sales. Just like I could say, based on internet forums, more people are hating COD than hating Battlefield, so more people like Battlefield. Sales prove otherwise. And since Forza 4 has launched weaker than Forza 3, it will probably end up selling less than its predecessor. But even if it did sell as well as Forza 3, it would come nowhere close to what GT5 will eventually stop at.

Sales =/= Quality. All GT5 outselling Forza 3 and likely 4 means that it's the brand name, and more established. Same situation applies for Modern Warfare, it's been on consoles much longer then Battlefield has, and it's established itself. Same with Halo, and heck New Super Mario Bros. I mean New Super Mario Bros, without bundles, has about 15 million sales, while Donkey Kong Country and other platformers sell much much less. Is it a better game? Not necessarily.
Most of the best sims are PC racing games, and they sell much more poorly then GT5 and Forza because they lack content (usually car rosters are 20-30 cars long), but they aren't limited by the systems specifications. GTR for instance models suspensions the most realistically and has been doing so for the longest time. You don't get sill jumps in this game without damaging your car like you do in GT5.
Forza 4 also hasn't launched weaker then Forza 3. Week 1 sales were higher, and it released earlier into the holiday season. We will have to wait until the end of the holidays to gauge it's success, but right now it's doing about as well as Forza 3.
