Your guess is as good as mine...
If anyone it'll be Microsoft, they'll dish out a stupid amount of cash just like they did for the Lost and the Damned and the Ballad of Gay Tony, although good DLC really wasn't worth it in the long run I don't think, taking into account they've paid in dozens of millions of dollars to secure it for a year or so.
If not MS, then likely no one.
Disconnect and self destruct, one bullet a time.
