Nope impossible. Can't even be the best water type starter. Its like in 3rd place. Then when you lump together charmander and snivy its no contest.

Especially Snivy. Nothing can beat Snivy. Its like beating perfect.

I would say bulbasaur because it's leaf and you can win brock and misty easily. Also, against the third gym (the thunder one) you have a resistant pokemon so it's easier to win Lt. Serge. The bad side is ivysaur and venasaur wich both are ugly as hell :P
But for starter it's a great pokemon at least the first gen, dunno much about other gen
