I would say bulbasaur because it's leaf and you can win brock and misty easily. Also, against the third gym (the thunder one) you have a resistant pokemon so it's easier to win Lt. Serge. The bad side is ivysaur and venasaur wich both are ugly as hell :P
But for starter it's a great pokemon at least the first gen, dunno much about other gen
