It's not the final game data, it's the assets they've used to build the game. Like photos, videos etc. they made of, for example, the pyramids to build the game realistic.

assets mean nothing, if they do not end up in the game.

Actually, being about a month ahead is probably preferable.  I mean you have to have time to print and ship all of the discs and cases.

Every time they change/ replace something they keep the old assets, being that the file name says Naughty DogI wouldn't be surprised if this includes assets from the other two games as well.
