Well, there are way more gypsies in my country then there are in yours, and not all of them are part of criminal organizations, believe it or not.

I'm sure that most of the gypsies in your country are proper gypsies that live in horse-drawn carraiges and move from place to place. The ones that live in caravans and just park them in fields and car parks are parking illegally for a start (in most cases), and their community tends to be very anti-police. Many police officers are afraid to arrest someone in a gypsy camp because of the very real threat of being attacked.

Lots of them do have carriages (which they use to carry and sell metal objects they steal, like from train lines), but I doubt they live in them, and they do have somewhat permanent residences (abandoned buildings, houses they build out of carboard boxes etc.). The ones part of the mob probably don't like the police. There are also very rich ones (their 'nobility', musicians, or witches - yes, there are gypsie witches, and they make huge loads of money, and by that I mean millions of Euros) that live in kitsch 'palaces' such as:
