Maybe, but I wouldn't say it if I didn't believe it was true - at least in my experience.

Well, there are way more gypsies in my country then there are in yours, and not all of them are part of criminal organizations, believe it or not.

I'm sure that most of the gypsies in your country are proper gypsies that live in horse-drawn carraiges and move from place to place. The ones that live in caravans and just park them in fields and car parks are parking illegally for a start (in most cases), and their community tends to be very anti-police. Many police officers are afraid to arrest someone in a gypsy camp because of the very real threat of being attacked.
