now we know that among 3rd party developers unreal engine 3 is commonly used ,  however there are some who have their own engines example the FOX Engine, CRYENGINE etc.

Some do, but not all, it is mainly Naughty Dog who show everyone how to do it

All my favorite games on PS3 are 3rd party besides wipeout (which sony dissolved sony liverpool) and demon soul's... which they own the IP, but was made by from software and published by atlus. Ico Studio, did SotC which was quite innovative. but they haven't done anything this gen.

No, simply because of "multiplat everything," no-one's especially following Sony's example in graphics, they're just doing what they can get away with across three platforms.

It's possible for Sony to set an example to 3rd parties on the Vita, but not as much on the PS3

Uncharted 1, 2, and 3. God of War III, and Killzone 2 and 3 say YES!!!.
other than than that, not much. though inFAMOUS 2 may just be the best looking open world game. (Assassin's creed is close). Resistance 3 (and to a lesser extent, SOCOM 4) look really good but aren't ground breaking, and are definitely possible on the xbox.
