According to Ubisoft's European sales and marketing manager, Nintendo 3DS software sales have increased "eight fold."
"So far retail is not euphoric. The fact that 3DS-software is still treated with great caution in the initial and repeat orders, we see that retail waits for the commercial development. It will be important to watch 3DS when the big Nintendo-titles are out there on holiday season. If the machine does not sell then, it´s definitely dead," Ubisoft added.
Nintendo may have some stout competition this Holiday season with PlayStation Vita. However, Nintendo has a robust lineup of titles set to release during the Holidays. Brand recognition for games like Super Mario 3D Land and Mario Kart 7 are sure to increase 3DS sales exponentially.

Does that mean they are going to wait until next year before starting 3DS projects?

It's not necessarily Ubisoft that has gone stupid, it's the gaming sites quoting the Gamesindustry article... The actual article attributes the bad quotes to an anonymous third party, not Ubisoft -
source - http://www.gamesindustry.biz/articles/2011-08-19-ubisoft-eu-reports-eight-fold-increase-in-3ds-software-sales :
"...However, a representative from another major third-party publisher - who wished to remain anonymous - was less enthusiastic, emphasising the importance of first-party titles like Mario Kart 7 and Super Mario 3D Land to the future of the platform."So far retail is not euphoric," he said. "The fact that 3DS-software is still treated with great caution in the initial and repeat orders, we see that retail waits for the commercial development.""It will be important to watch 3DS when the big Nintendo-titles are out there on holiday season. If the machine does not sell then, it´s definitely dead."

Now that sounds about right. I was alittle suprised that UbiSoft would say something like that about Nintendo. UbiSoft likes to profit off of every Nintendo platform by bringing ports and lower budget titles out near launch. It would send a bad message to their investors if they didn't have faith in Nintendo's hardware. Especially considering sales on Nintendo consoles make up a ton of UbiSoft's profit.
Also UbiSoft would be foolish to make such a remark because Nintendo is definatly watching and right now UbiSoft is one of their favorite third parties. If UbiSoft upset Nintendo too much I'm sure Nintendo would go to another third party for support, meaning no advance dev kits for Nintendo platforms. Which would mean UbiSoft couldn't launch titles with Nintendo's consoles anymore. Which also bring in a ton of profit.
If UbiSoft were to officially make this statement they would likely wait to see WiiU go down in flames. Then make a comment of this nature about Nintendo. But right now UbiSoft is hard at work on WiiU and they don't want to see Nintendo stop seeing them as a favorite third party!

IF it is a major developer, my guess would be EA. But they're a publisher, or would they be called a developer? Then again it could be someone not invested at all in Nintendo, it wouldn't be the first time gamesindustry.biz were trolling Nintendo (trolling by way of quoting someone not invested in Nintendo. e.g. a Sony developer, and then letting them remain anonymous so as to have anyone guess at who the developer is...)

Yes they also have black helis with silenced rotors constantly observing biggest Wii fanboys.
If you actually think about it it's very smart decision. If you don't have project for 3DS started you lose at most 4-5 months by playing the watching game.

The ones that follow never lead. You only make profit and make a name for yourself by taking risks. Even publishers like GameLoft who rip off others idea's are quick to embrace new technology and take the lead.
Look at what happened with EA and Wii or Activision and Wii. Both said Wii would bomb and waited about six months into Wii's life span before they went "Holy shit" but by the time they got software to market UbiSoft and Nintendo's software had already made a killing and the marketshare for software was already firmly in their grip. UbiSoft is also very quick to adapt releasing risky new software or crappy ports to make up for lack of new software. But they always support right off the bat and it pays off. Look at Rayman3D for example over 200,000 copies sold according to VGChartz. Thats huge for a crappy port and UbiSoft probably invested very little in the title. Even with poor hardware sales like that of 3DS UbiSoft is making a killing.
If other developers and publishers always wait to see the outcome. They will never profit. UbiSoft might not be the biggest player but look how much they have benefitted by always supporting Nintendo right out of the gate. Nintendo helps them and they help Nintendo. In the end it is very lucrative for UbiSoft.
Also if all the publishers and developers wait and see when new hardware is released. No shit the new hardware will bomb because nobody is supporting it. Or first party sales will flourish and by the time developers and publishers start publishing and making content its too late.
If no companies took risks we'd still be playing eight bit consoles in our basements!
