how much does nintendo want to sell before they release Xenoblade releases in the United States?

If the game is localised for Europe, then shouldnt it only cost a little more to bring it to NA. After all the Europe version will have english subtitles and dubbing (i assume) so what are the costs involved with bringing it to NA that make nintendo reluctant to do so?
