That's the catch, they don't. There's so much corruption here that I reckon we're only 40th in the corruption ranking cause we bribed the 39 countries above and the judges of the ranking.
The problem is the culture here, were we expect things to change just because we wish very hard and not by actually doing something. The ones who have enough education either think it's not worth the trouble or are contaminated by leftist(wich in Brazil means comunist) ideology and think that the fault for our troubles are the imperialist countries. This last group actually thinks that Dilma is doing an awesome mandate and Brazil is going to the top of the world.
