Artistically, Valkyria Chronicles.

Technically, MGS4 of course, but that doesn't mean VC doesn't have any detail. If anything, it's quite well-detailed for a...watercolor cel-shaded game.

While Metal Gear Solid 4 was a dissapointment story-wise for me. And I liked Valkyria Chronicles Innovation. And the story I felt were about equal (Valkyria Chronicles was way too preachy + welkin, MGS4 characters going the direction I didn't want it to take).
The gameplay in MGS4 was superior imo. So MGS4

Both excellent games. Although I loved every minute of vc and aced all the skirmishes, I have no desire to play it again. I already did a 2nd playthrough of mgs4, such an amazing experience.
I have to go with mgs4.
