Don't know if you're being serious, but for the sake of conversation I'll respond as though you are.
The reason I think this would be a poor idea is that NIS's main strength lately isn't actually their own games (they don't make a ton of them) but all the games that they localize through NISA. And all of those games' platforms are decided by their own developers who decided to go with PS3/PSP, I'm not really sure what they would localize if they were stuck working on 360. Couple this with the fact that NIS and NISA have literally no experience on the 360 and I think it would be a bad purchase.
But I could just be saying that because losing NISA for PS3 would lose me a ton of games I want to see localized.
