The question is then, If I try to play a steam game on PS3 at the same time as PC (say my roommate is playing on the PC) will I be able to co-op with him since its technically the same account.

This I doubt very much. It would require publishers to be ok with people buying one game and playing it on different platforms, and somehow I can't see the Activisions, EAs and Ubisofts of this world being ok with not charging you multiple times for the same game.

It doesnt mean that you get a game for free on the other platforms. Just that they can interact with each other.
