It's strange.. Haar actually has really good stat growths.. I've had him once gain in EVERY stat short of luck...
Here is a list of all the characters and their stat growths if you like.
Just to clear up confusion, laguz max out at level 40, not 30. And dumping Bonus Experience into any of the herons is not a very good idea. :P
