you can only rate it if you made the donation, so it gives me an idea of how much people ahve donated ww from PSN

Almost 5k ratings in Polish store minimum was 10PLN=2,4 euro=2,1 pounds

the UK data is the PAL regions. PSN has an few PSN's, the NA, Europe Australia NZ, Asia, Japan and i believe there may be an South American one or that is grouped with NA.

So saying the UK donated is more like the PAL regions donated. 

Also not everyone rates, so your number will be greater than that number

Voting seems to be separate.

By ops post if he counted 44k pounds as 22k people*minimal donation it's diffrent figure than 5k votes i'm seeing in Polish PSN store.

i noticed that, must be different like the currecny. But i know that the nations are grouped for PSN, so if the PAL store is updated with new demos and games all countries are updated.
