I don't think it does, anymore. Early in a console's life, gamers are thinking, "Yeah, I know I want that system but I'll wait for a game that I reeeaaaaally want." When you get that one 10/10 game, all of the other 8/10 games are just gravy. This late in generation, each console has a dozen 10/10 games. I don't think there's any one game that will make gamers jump out and buy a console at this point.
Of course there's always a few that heard so much about the Uncharted series and will jump in because of curiousity or that guy that wants to know what all the fuss is about Halo and buys the console and the latest entry but, are there really that many people jazzed for Gears, Uncharted, Killzone, Final Fantasy, etc that haven't already taken the plunge on previous entries in the series? A console lives and dies by its library and each console already has a stellar library, now. I just feel like features (Online, Blu Ray, Kinect, Motion Control, console power, value) are what's more important to the consumer at this point.
I ended both paragraphs with the word "point". I need to expand my vocabulary, huh?
