The difference comes in the scope and variety of the game. Sure the graphical jump isn't big... but when you consider the amount going on in Killzone 3 vs Killzone 2, you're more than happy (and impressed) that there was even a slight bump. I expect the same sort of enhancement from Gears 2 to Gears 3 and U2 to U3. And Gears 3 seems to have more saturated colors which is an incredibly welcome change to the art-style. I agree it isn't for anything. I definitely got bored of looking at the drab, darker, washed out colours in the first two but the third looks saturated and has colours pop in the screenshots (much like the Uncharted series' off-realism colour palette).

I just not noted big changes from Killzone 2 to Killzone 3... Uncharte to Uncharted 2 show much more than that.
And no game uses Unreal Engine 2 in this generation... all games since 2005 are using the Unreal Engine 3.
Gears 3 already uses the Unreal Engine 3.5... and Gears 3 will use the same engine with some improviments.
The art style can change a lot but the graphics not so much using the same engine.
