Piracy changed how people consumed music, and changed the value people saw in music, and the music industry never adapted to these changes. Before Napster, people were very careful of the music they bought because it was relatively expensive and (for the most part) people had been burned by buying an album that only had one good song on it. Because of Napster, people started downloading everything they could get their hands on; and people were trying genres and artists that they never had interest in before.
Today people want to have access to a lot of music that is very diverse but still want to pay the $10 ro $20 per month that they were before Napster. In response to this, the music industry is selling albums on a per-song basis for more than they were in the 1990s even though the costs of selling that album are dramatically lower. As a result, a lot of generally honest people steal music rather than buy it.
