The real answer is Blur.  Was hailed as "The COD of racing", had a HUGE (and semi-controversial) advertising campaign, then it sold 30k (combined) it's first NPD and bombed so hard Activision shut down the freshly purchased Bizarre Creations as a result.

Games like GT5 and Epic mickey may have disappointed in certain regions (reverse regions actually, Mickey in Europe, GT everywhere else) but neither is anywhere close to a real "bomb".

I actually like Blur, but yeah massive failure

Yeah APB failed hard. I remember there was some hype about it. It had one of the original creators from GTA onboard and I guess they were going for a MMO experience in the GTA mold.

 

According to Wikipedia it will be relaunched in 2011 as a free to play game.

What does you playing it have to do with it being a bomb or not?

If I played it I might understand why it bombed or if it deserved much more sales.

Actually 2011 is the first year of the next decade, 2010 is the last year of this decade.

Was 1990 part of the 80s? Was 2000 part of the 90s? In both those cases the answer is no, so why should 2010 be part of the 00s (or what ever last decade is called)? If you still say it is, then i guess this "decade" was 11 years.
