I think they waiting to get at least 50 reviews out then they will make their own and score the average so people dont hate them for it being too high or too low.

That's not how it works. If you give it the average score, EVERYONE hates you. The only people that would be happy with the average are those who don't care about the game, and they wont even read the review :P
