Precisely. I've likely encountered around 20,000 wild pokemon over the years, using a 1/15,000 ratio, I should have only encountered one. Toastboy is just ridiculously lucky....

hmm well i think some shiny pokemon are set there. because in firered and leaf green i got a shiny larvitar in both games in the same spot.

I need a shiny for Zoruaork though

Unfortunately, I've already sent all three of mine from Soulsilver over to White, but I can check on Heartgold when I get home if I downloaded any of them. 

Nice. I missed out on HG/SS for some reason. Just never found the time, sadly

Do you have any of the Gen IV games? You can only unlock the Zoroark event via the Relocator and for that you'll need to send them via any of the gen IV games.

Yeah, but you need send them over via the Pokemon Transfer Lab Surely.

That won't work for the Zoroark event.

To be able to do it, first you must go to Castelia City, into the northernmost alley of the city and enter the left building there. Go up to the top floor, talk to the scientist there and write the following phrases whem prompted "Everyone Happy; Simple Connection". That will unlock the Relocator on the main menu.

Once you've unlocked the Relocator, go back to the main menu, activate that option and in another DS system with the Gen IV games, click on the DS download play which will send the relocator data to that DS. With the Relocator data, it will automatically search for Celebi and the shiny dogsand send them over to White/Black. 

That's the only way to unlock Zorua and Zoroark's events, they can't be unlocked if you send the shinies and celebi over with the Poke Transfer Lab.

hmmm...the only shinies I found were a graveler, rattata, and ekans. though I did recieve a legit shiny rayquaza when I battle an internet friend of mine(sadly I lost it with my first pokemon pearl)

I always wanted to ask this question: when it come to pokemon GTS in P/D/Plat/HG/SS/(maybe B&W) do they all have their own servers or are they inter-connected?(if that's the right use of words)

They use a worldwide server as you can find pokemon from people all over the world. 

I can't even imagine the amount of Soft resests that your friend must have done to get that shiny Rayquaza >_<.
