Just as I read this, I got an Impish Scraggy with IVs in Special Defense, so it's the best of both worlds.

Either you do a bajillion soft resest if you were lucky enough to keep a save in HG/SS prior to Mewtwo, or you're basically screwed

Well, Shiftry's are amongst one of the most weakness filled pokemon in the game. It has 5 2x weaknesses and one 4x weakness, and it's overall base stats (480), in my opinion, isn't that good as well, especially since it's a 3rd evolution pokemon. It has good Attack, Sp. Atk and Speed though, so with a bit of work you can get more out of him.

Considering that, a Jolly Chlorophyll Shiftry that's EV trained for Speed and Attack could have it's advantages. Paired up with Sunny Day, you'll get a massive boost to it's speed, allowing you to overcome most of the pokemon that could potentially use any weakness related move. Giving it any of the type super effective damage reduction berry to help you resist that first attack could also help you set up Sunny day, though the sheer amount of weaknesses would have you guessing which type of berry to use.

That seems like alot of work...... I think I may just stick with psychic pokemon.....

Well, just an heads up then. In the new games, there are a lot of new, powerful Dark Types. And the best Sp. Atk pokemon, outside a legendary, is a ghost type. And trust me it's strong. 

In my personal opinion, psychic pokemon have lost a ton of useability in the new games.

Considerably less if you've still got the Master Ball. Closer to that if (like Im doing/was doing with Lugia in SoulSilver, damn thing hardly stays in the ball).

All the Pokemon your saying a bad to train (ie Deino), is that in terms of the main game or online battling? lso why is Deino so bad to use?

I was just joking there, because it's pretty rare to get the actual nature that you want, especially out of legendaries

Deino is bad to train even during normal battles, all thanks to it's Hustle ability which makes it's accuracy unpredictable, and it's base stats make it equal to a Poliwag. Considering that you have to level him up to 50 to make him evolve to Zweilous and that a single Take Down from an Audino can almost OHKO you, you can see why it takes way too long to train him. Even when you evolve him to Zweilous, his base stats get a nifty boost to an equal level of Dragonair, but he'll still retain the Hustle ability and not so good defensive stats.
