You've have to know the quality of the toilet paper to establish if it was a homeless guy. Was it of good quality? Soft to the the touch yet tough enough that you didn’t see finger holes through it? Were there any markings, aside from the brown ones, on the toilet paper that could identify its brand? If it was Charmin or Quilted Northern, it couldn't have been a homeless person.

Here in the streets of main downtown you can see homeless people and markings indicating they did their needs on the streets. It's a horrible smell in the streets, really. Also is a common things to seedrunk guys taking a piss out of bars and such. Not nice.

 Actually he left the package from the toilet paper as well. It was the kind that they sell in vending machines outside of public restrooms over here. I asked one of the other people living here and they said that that happens from time to time.
