Yeah, that may be, but this is coming from a developer with no core track record. All they've ever done is licensed games (like Dora the Explorer). Let's be real here, how many people really know the company High Voltage Software outside of the Wii crowd? That's right, no one. They can't just go out and hype a game that's a year away like 3D Realms (back when they were the devs of DN:F), Polyphony Digital, and Remedy can. All 3 companies having many hit games. 3D Realms having the entire Duke Nukem franchise, Polyphony having the entire GT franchise, and Remedy having the first and second Max Payne games. You should expect quality from them, ya know? Keep in mind, the only reason those games were being shown off for so long was simply because at one point they were all cancelled or on the verge of being cancelled.
People are also misconstruing this layoff as well. That layoff was just left over people from the High Voltage team that had already worked on games and were no longer needed. Most of those guys worked on Gladiator AD, and that was all they were working on. After that game was done and out the way, they had nothing else to attend to. There was no point to continue paying them for doing nothing.
