BTW doesn't a similar thing happen in the USA in regards to sick people being refused ambulance care if they don't have insurance, or is that an urban myth.

Its that simple. They knew that 75 bucks was required to have coverage, they choose not to pay it.
They didnt "Drive out there to watch it burn" either.
They were called by the neighbor who DID pay the $75, incase it spread to his/her house (which it was going to)

sure they mean something. in this case, the city voted to reduce taxes and not pay the fire department, and in turn each citizen was required to pay an optional $75 fee to have access to the fire department.
it is always best to eiher inform yourself of these matter or simply ask questions to get answers before making ridiculous conclusions.

Are taxes go to so much random shit up here in NY that we don't know what it goes for. and honestly the gov't would have to take this out of my taxes because I would never pay the fire dept money directly. I would rather my house burned down.

if it was mandatory it wouldn't need to be $75 either, if everyone pays the price will go down. The fire dept. watching the house burn down is inexcusable. If you want to force them to pay that's fine, the house and everything in is obviously worth many hundred times over the amount that they should have payed.

Some things should be done regardless. This is one of them.
Fires are unsafe and can damage not only the house in question but others due to it spreading. Its just plain irresponsible to not put it out. Not to mention the potential for lives lost.
Not paying a tax shouldn't even matter in such cases, the stakes are too high not to stop it.
