When a game is multi-plat game is made (Like how Res Evil 5 is available for all consoles) one platform is the one they focus on and then they port it to the other.  If they make the game for the 360 first, sometimes the PS3 gets the worse version.  If they focus on the PS3 first, the 360 seems to be capable of keeping up more often.

If they make it for the Wii first.....well, nobody's that crazy!

It definitely should be the lead platform. The 360 is a universal machine and can take code from anything, if you don't start on the unnecessarily difficult to program for PS3, then all the multiplats end up looking like shit. You can't port to the PS3 without rewriting the game, so it only makes sense to develop there first.
