It definitely should be the lead platform. The 360 is a universal machine and can take code from anything, if you don't start on the unnecessarily difficult to program for PS3, then all the multiplats end up looking like shit. You can't port to the PS3 without rewriting the game, so it only makes sense to develop there first.
