the 3DS software architecture and api are very similar to the GC. While the 3DS can push lot's of polys and has power. This makes it "technically" possible to translate.
In the developers side(something that gamers rarely ever listen too) he's saying he wouldn't be creating the entire game ground up. The game would play and feel the same as the GC/Wii games. Where as on the DS the entire game would have to be redesigned.
Technical does not equal power and with all the easy gfx features. We can see games similar to that on the NGC and Wii. That's all these developers have been saying. We can see the same game play experience, not the same game code for code or asset for asset.
