I killed Sephiroth. You have my word, and Sephiroth's word.
GoW_3Ever claims he also attacked Seph, but it seems it was mine that was successful.
Also, the silencer doesn't cause that much of a problem, until the later stages of the game when the mafia could begin to outnumber us. Having said that, it would be better to get him out of the way now than in the future.
If we eliminate the people who have been silenced and those who have convincingly roleclaimed, who do we have left?

Durr, I'm being rather slow today.
Indeed, the flavour text doesn't mention two people killing Sephiroth. And GoW_3Ever said that he killed Sephiroth after I had said it. It would be a pretty easy way to frame Homer_Simpson, but I trust him even less, because he "irrefutably found Final-Fan guilty" or some such thing.
Many possible explanations:
GoW_3Ever did indeed get the Kill power from Homer_Simpson, and didn't use it. He was ashamed of his cowardice, and decided to pretend he killed Sephiroth.
Alternatively, he could have been roleblocked. But this would block the power steal.
A third possibility is that he did kill nen-suer as well, and dtewi was too lazy to think up a way to describe that
