Yeah, sadly agreed. 99% of the amazing 3DS games will be Japanese, and the 1% of great western made content left over will be coming from small "non AAA devs" like Wayforward, 5th Cell, NST, etc.
Western devs are still too rooted in horsepower ideology to ever really take handhelds seriously (see also their attitudes towards Wii). Yeah, it'd be nice if we saw Epic, Bethesda, Bioware, R* North, etc take the platform seriously like we have similarly top-of-the-line Japanese teams like Kojima Productions, Level-5 or Team Ninja, but I'm not holding my breath...
