Of course it makes sense. Nintendo can announce price and dates for a new product the gaming press have already played at a financial briefing because it's Nintendo's investors who have a lot to win or lose by how this device does. The release of this product will have a direct impact on Nintendo's earnings for the full financial year, so why not announce (at least) a Japanese date at their next investor briefing? Nintendo need to explain to their investors what kind of revenue and shipments they expect to make this year, and like I said, 3DS will impact on that. They can't fully explain any adjustments to investors without giving details about when, where, at what price and in what quantities the 3DS will be available. An investors briefing is a good place to do that. Remember: Nintendo is accountable to its investors, not to the gaming press.
As for media attention, a TGS announcement (or another gaming expo announcement) would be covered more by specialist gaming press-Nintendo's financial briefing will be attended and picked up by a wider variety of press from across the globe. They'll get plenty of publicity about the announcement of 3DS if they announce release details at the investor briefing and it won't just come from financial press-the gaming press and wider media will pick the story up as soon as it breaks.
As someone else pointed out, Nintendo have announced hardware and software launches at investor meetings before. There's no guarantee The Source is correct, but his prediction is a good one and grounded in sound logic, so I advise against dismissing it out of hand.

It has already been announced, they would be just telling us when it will come out, shipment figures and price.
We all know what the 3DS is, there is no surprise holy crap a new system, its a system we got told about a long time ago and was unveiiled at E3
