If the fish is swimming left, move left. If it's swimming right, move right. Maybe you need to hold the rod down, too... I don't really remember.

This.  But as well as you're moving in the same direction as the fish remember to reel it in as well and when the tension gets too tight just loosen it a bit til your bar color is in the safe and then just repeat.

You can find some along the shore, or you can chose to buy them from stores

Best fishing bait can be bought from the public market at ryukyu, use shrimp if your're trying to get a tuna, which can be only caught from 140-150m.
