It is connotation, but only because you (you being everyone that calls them RPGs) say so. If you didn't say so, then they wouldn't have been called RPGs in the first place. That's my entire point. Connotations are "made-up" definitions that are designed to clarify or to better define what one means, not to change the definition entirely.
The battle system of the Elder Scrolls series is this: Left-click to swing weapon/shoot arrow, Right-click to block, and press R to use magic. It's obviously got it's nuances, but that's the basic idea of things.
It must be noted that the battle system for the Elder Scrolls series has evolved over the years. In TES 1-3, whether or not you hit was determined by the roll of virtual dice, which is itself dependent on your skill level with that class of weapon. In TES4, you automatically hit whatever you swing/shoot/cast at as long as you hit it, and the amount of damage you do is determined by your level with that class of weapon/magic.
