I would TOTALLY play that game.  I don't know why, but I would.  Assuming it gave you full reignn to cut anything. 

I've actually already done this before by hand once or twice while bored when Bush was president.

They should ask EA to make a simulation game akin to SimCity that is for nation with a big portion surrounding budgetary concerns.

That would be fun.
