Disney can't leverage that much if S-E refuse to make the game. It's a combination of things.

Disney don't make the game so unless they are the ones fully funding it S-E will have the final say since the one that pays the bill generally has the most leverage.

Nomura loves the ps3, he made kingdom hearts and FF XIII(FF XIII is headed exclusviely on to the ps3) if the ps3 blows up in sales expect KH3 on the ps3.

I don't know why people think that the game can't be multiplatform.
