Disney owns all the leverage to where KH main series go but not spin-offs?

Disney can't leverage that much if S-E refuse to make the game. It's a combination of things.

Disney don't make the game so unless they are the ones fully funding it S-E will have the final say since the one that pays the bill generally has the most leverage.
