Depends on whether or not the community would improve. If it got rid of the joke threads yes but if not no.
Yes, I'd say a limit of 3 per day would be appropriate. Plus then if some people have met their quota others who don't get the opportunity to post news threads or impressions will be able to do so.
If I want to post hundred's of pointless threads a day then I'm going to do that. If I don't see a single interesting post,then that's what I'm going to do. lol
