Perfect Dark XBLA
The only game iv'e played this gen which I think is underrated is locoroco midnight carnival, which is the lowest rated locoroco and I think it's the best one.
I can only think of Mirror's Edge and Prince of Persia. Neither are flawless, but still brilliant. I don't know if they count though

I would to go with Mirror's Edge, the game wasn't perfect and combat could be frustrating but the parkour was insanely fun. That's why I prefered the time trial mode over the story mode. It's really fun to go through the checkpoints as fast as you can trying to figure out where a wall jump could shave a couple seconds off your time.

YES Project Sylpheed! Awesome game, I had a lot of fun with that game. If only it had multiplayer...
Armored Core 4, first game I got 1000/1000 on, and I loved almost every second of it. Except the last few thousand seconds, some of the missions were VERY hard to SS on hard mode.
Lego Star Wars: The Complete Collection. I had a lot of fun with this game but none of my friends want to even try it =(
Cabela's African Safari. My friend gave me this game (not sure why he had it in the first place) even though he never played it. I thought I'd never play it. One day, my friends and I were bored so we decided to give it a shot and we had too much fun with it. Such a silly and awesome game.

I know right :(
But there are no means for me to play it.
I'm just hoping The Last Story will be similar to it.
Army of Two - pure co-op fun. Needs a lot of communication with your partner.
Dark Messiah of Might & Magic - Great fantasy game in first person. Players can try different styles of gameplay. You can kill your enemies in so many ways using weapons or magic.
